Transportation Services for Seniors Who No Longer Drive

En español | About 600,000 older adults stop driving each year, according to the National Association of Area Agencies on Aging (n4a).

That can make it harder for aging or ill loved ones to make doctor’s appointments, shop for necessities, visit family or attend social events. And that increases their isolation, negatively affecting their health and well-being.

Transportation can become one of the biggest responsibilities for family caregivers. About 40 percent of caregivers spend at least five hours a week providing or arranging transport, according to a 2018 survey from the National Aging and Disability Transportation Center (NADTC), a program administered by n4a and Easterseals that promotes accessible transit.

Providing transportation is not always easy or convenient. “Some family caregivers just can’t leave their job every time somebody needs a ride to the doctor, much less even to the grocery store,” says Virginia Dize, an n4a program director and codirector of the NADTC.

Finding alternatives for times you can’t get your loved one where they need to go likely will require some research. But a variety of options are available that can lessen the burden on caregivers and help older and disabled people keep appointments and stay socially connected.

When you can’t provide a ride

The types of transit available differ widely from location to location, as do opportunities for specialized or discount service.

Metropolitan areas tend to be transportation-rich, with public bus, rail or trolley lines and various commercial options. In small towns and rural regions, you might have to rely on prebooked “demand response” services or volunteer organizations.

In a joint publication on transportation options, NADTC and Eldercare Locator, a federal directory of local services for seniors, list several programs and services geared in varying degrees to helping older and disabled people get around. Remember that not all of these options are available everywhere, but your area is likely to feature at least some.

Public transit

Primarily bus and rail services, operated and financed by federal, state and local governments, with fixed routes and set schedules, these systems usually offer discounted fares for older adults and people with disabilities. Vouchers may be available as well.

Some transit agencies and local aging or disability organizations provide free training to help riders learn to travel safely. Buses, railcars and stations usually will have accessibility features, but public transit might not be a suitable alternative for people who will have difficulty navigating stairs, waiting outside or walking to and from stops.


Public transit agencies are required by law to provide “complementary paratransit service” for people who are unable to use regular lines. Paratransit operates during the same hours as normal service and covers comparable routes.

Riders must meet eligibility criteria set out in the Americans With Disabilities Act (ADA). Vehicles typically are vans outfitted for accessibility.

Trips should be scheduled at least a day in advance and generally are shared with other passengers who have booked similar times. Paratransit providers typically have a 30-minute pickup window, from 15 minutes before

Steps to helping you or your client find transportation:

Step 1 – Identify Transportation Needs

  • Determine where you want to travel, how often, and the general hours or time of day that you need transportation services.
  • Find out whether you are able to use regular public transportation service or would want to participate in travel training or mentoring to learn how to use bus or rail transit.
  • If you cannot use regular public transit or private transportation options (e.g., taxi, shared-ride, volunteer drivers), identify whether you will need to meet eligibility requirements for ADA complementary paratransit service or age or income requirements for Medicaid non-emergency medical transportation so that you are aware of the process and paperwork involved to apply for those services.

Step 2 – Connect to a Local Mobility Manager

A mobility manager is an employee of a transit or human service agency who offers on-on-one counseling or group education on transportation options and alternatives to driving. A referral to a local mobility manager will put you in touch with a transportation expert who can offer information on transportation services that are available in the area, offer guidance on how to find a ride, and in some cases, arrange or coordinate rides. A mobility manager’s job is to take a person-centered approach to finding the right transportation based on an individual’s needs.

If you are unable to locate a mobility manager, you can reach out to an Information and Referral Specialist, an Aging and Disability Resource Center, or a 2-1-1 program (see Step 3 for phone numbers and websites).

Modified Shelter-in-Place Order Allows Bicycle Shops, Some Social Services to Resume

Humboldt County’s Joint Information Center sent out a press release this afternoon clarifying how Gov. Gavin Newsom’s modified stay-at-home order changes things here in Humboldt. (Spoiler alert: not much.)

The modified order allows some real estate work to resume, bicycle shops to re-open and faith based social services to resume, all as “essential” activities. It also clarifies what types of outdoor recreation are allowable, while still practicing social distancing with everyone who is not a member of your household.

California Governor Gavin Newsom further clarified the state’s Stay-at-Home Order in a series of posts and statements yesterday, though many of the activities mentioned are already allowed in Humboldt County.

Clarifications to essential services pertain to real estate, bicycle shops and faith-based social services. A summary is listed below.

Real estate: Residential and commercial real estate workers are limited to scheduled property viewings to a potential buying party. This does not extend to open-house viewings, nor viewings with more than one buying party at a time.
Bicycle sales and services: Clarified as an essential service.
Faith-based social services: Services for seniors, people experiencing homelessness, those with substance use disorders and those with behavioral health needs are clarified as essential services.
Humboldt County Health Officer Dr. Teresa Frankovich said, “While we are still awaiting more clarification, the governor indicated that outdoor activities that are done solo or at most with two individuals other than household members, will be allowed under his order.”

Humboldt County Sheriff William Honsal said, “This is a step in the right direction as we prepare to move into the next phase of COVID-19 response. Humboldt County residents have been doing a great job of practicing responsible social distancing, and I encourage members of the community to keep it up while enjoying the outdoors.”

Social distancing measures include wearing facial coverings in shared indoor spaces other than the home, using facial coverings outdoors when within 6 feet of others, maintaining spacing of 6 feet or more from others at all times unless they are members of your household, frequently handwashing or using hand sanitizer and staying home when ill. “These measures will be more, not less important, as we begin to spend more time outside our homes during the coming weeks and months,” Dr. Frankovich said.

Safe, reliable bus transportation is provided for students to help ensure punctual and responsible school attendance. Approximately 31,500 students are transported by public school buses daily. The average daily distance covered by the 380 school buses totalled 29,000 miles.

Parking Services – COVID-19 Update
Until further notice, parking permits are not required on campus. During this time, please continue to park in marked stalls and follow designated signage. Per California law, ADA parking stalls require a visible disabled placard. UCI Transportation will continue to monitor parking facilities and provide safety patrols to ensure emergency vehicle access to fire lanes and service roads.

The UCI Transportation Office has halted in-person services until further notice. Parking permit refunds have been processed and employee payroll deductions are suspended.

Motorist Assistance – COVID-19 Update

Our Motorist Assistance Program continues to operate with modified service hours. Services such as an emergency ride home, battery jumpstart, vehicle lockout, emergency gas delivery, and mobile EV charging are available Monday through Friday from 7 am-6 pm, and Saturday through Sunday from 7 am-2 pm.

Supporting Sustainable Practices

We collaborate with the Duluth Transportation Authority (DTA) to ensure the feasibility of taking the DTA bus around the city, which is an option many students, faculty, and staff utilize each semester.

Interested in purchasing a parking pass for campus? Whether you’re a student, faculty/staff, or a visitor there are a variety of parking options.

UMD Parking & Transportation Study

A comprehensive parking and transportation study was conducted for the UMD campus by SRF Consulting Group, Inc. in 2015. The purpose of the study was to provide a complete review and analysis of the current and future campus parking and transportation supply and demand as well as the rate structure. Recommendations to meet current and future needs were based on data-driven analysis of benchmarks, best practices, and UMD campus information. The final report was presented to the campus in January 2016.
