If possible, residents should use the OMV’s online services to complete any relevant transactions. Follow the OMV’s most recent updates for the latest information.

SUMMARY: How to Register Your Vehicle in Louisiana

To legally operate your vehicle in Louisiana, you must register it with the Office of Motor Vehicles (OMV) either in person or by mail. You will need to provide various documents, including proof of ownership and proof of car insurance. Registration fees and taxes vary based on your vehicle and which parish you live in. New Louisiana residents should be prepared to supply out-of-state title and registration.

New to Louisiana?

When you move to Louisiana, you must register your out-of-state motor vehicle with the Louisiana Office of Motor Vehicles (OMV) within 30 days.

NOTE: Use tax is required for all registered vehicles, but you may be able to receive a credit if you already paid sales tax in your previous state. Contact your nearest LA OMV office for more information.

Your vehicle will also need to pass an inspection. Safety inspections are required in all of Louisiana. Some parishes also require emissions inspections.

BEFORE you register your vehicle, make sure you’ve purchased Louisiana car insurance.

To register your vehicle, you’ll need:

  • The Vehicle Application (Form DPSMV 1799).
  • Your driver’s license (or a copy for mailed applications).
  • The current title and registration.
  • Proof of car insurance.
  • Proof of sales tax payment IF you paid tax in another state and will be claiming credit for it.
  • Payment for fees and taxes.
    • By mail: Check or money order.
    • In person: Credit or debit card, money order, e-check, or cash.

When you buy a vehicle, you must register it with the Louisiana OMV within 40 days of the purchase date.

To register your vehicle, you’ll need:

  • A completed Vehicle Application (Form DPSMV 1799).
  • Your driver’s license or current photo identification.

How to Secure A BIR Certificate Authorizing Registration (CAR) And Tax Clearance For The Sale Of Real Property Classified As A Capital Asset

One of the most important documents that you need in order to transfer a title of a property from the seller to the buyer is the Certificate Authorizing Registration (CAR) and Tax Clearance (TCL) from the Bureau of Internal Revenue (BIR). In this post, I’ll share a step-by-step on how to secure them.

The CAR and TCL is your proof that the proper taxes on the transaction have been paid. The Register of Deeds requires the presentation of these documents as a pre-requisite for title transfer. See sample CAR below, which is from one of my husband’s transactions (with details blurred out).

What is the process?

The first step is to have a notarized document evidencing the sale of the real property classified as a capital asset, usually a Deed of Absolute Sale. You may find samples of this document through google, including here and here.

Next, the taxes need to be paid. You may refer to previous posts on Capital Gains Tax (CGT) and Documentary Stamps Tax (DST).

After you have paid the taxes, you need to request for the issuance of a CAR and TCL from the Revenue District Office where the real property is located. You need to submit the documents supporting the transaction, as well as proof that the correct taxes (both the type of tax and amount of tax), have been paid. The Checklist of Documentary Requirements is in the annexes of Revenue Memorandum Order (RMO) No. 15-03, in particular, Annex “A”. For additional documents, refer to Revenue Memorandum Circular (RMC) No. 76-07 dated October 25, 2007.

The process flowchart is in Annex “L” of the Annexes of RMO 15-03.

Please take note that the CAR for the transfer of real property shall be released by the Revenue District Office (RDO) where the real property is located. Thus, it is important for you to determine the correct RDO since you will be paying the taxes in the Authorized Agent banks (AAB’s) of such RDO.

It is possible that you may think a property falls under the jurisdiction of one RDO when in fact it is under another RDO. If you have already paid the taxes in an AAB of another RDO, you may have to undergo certain processes to transfer your payments to the correct RDO. So, my advice is to look at the map of the coverage of each RDO (there should be a big map at the RDO) to check if indeed the property falls within the jurisdiction of the said RDO.

Mandatory Requirements

For a sale of real property considered as a capital asset subject to capital gains tax (CGT), the mandatory requirements are as follows:

  • Tax Identification Number (TIN) of buyer and seller [If one of them does not have a TIN, get a TIN by filling out and submitting BIR Form No. 1904]
  • Notarized Deed of Absolute Sale/Document of Transfer. Bring the original and at least two photocopies. The photocopies will be compared against the original and the BIR will

Publix adds kiosks for customers to renew their vehicle registration

Looks like you can now grab your favorite ‘Pub Sub’ and renew your vehicle registration at the same time.

Some Publix stores in the Tampa Bay area have rolled out kiosks where customers can pay for their vehicle registration renewal. The Florida MV Express kiosks are currently located at tax offices and three Publix locations, according to the Orlando Sentinel.

Unfortunately, customers in Orlando will have to renew their registrations the old fashioned way, since there are reportedly no agreements in place for the Central Florida area. The closest location to Orlando is at the Polk Tax Collector office in Davenport.

“We are actively talking to and pursuing every county that we would deem viable for this program,” Andrew Ginter, spokesman for Intellectual Technology Inc. told the Orlando Sentinel.

The kiosks in Publix stores are reportedly part of a pilot program which Ginter would like to expand.

In an email to the Orlando Sentinel, Publix spokesman Dwaine Stevens said there are no plans to expand the pilot at this time.

According to the website, the Florida MV Express kiosk will allow customers to renew their registration in three easy steps that will take under 2 minutes. All you need to do is enter your renewal notice PIN or license plate number and date of birth. Second, you pay for the service. Your vehicle registration and license plate decal will then be printed out.

Vehicle Registration Renewals | dmv

You will receive a renewal notice from DC DMV 60 calendar days before your current vehicle registration expires. You will receive your renewal notice by email if you have provided DC DMV with your email address. Your vehicle must have a valid inspection sticker to renew the vehicle registration. Also, to renew your vehicle registration, all outstanding debt to the District of Columbia must be paid. 

If your vehicle inspection and registration stickers are expired, DC DMV will issue you a 5-day temporary registration. You must have your vehicle inspected before the 5-day temporary registration expires. Once it expires, you will not be issued another one. This is a one time only option per vehicle. The 5-day temporary registration may be obtained in-person at a DC DMV Service Center. A list of DC DMV Service Centers is available at the link below:

If you are a returning customer, or need a 5-day temporary registration, then you may renew your registration, or obtain the 5-day temporary registration online at the link below:

For last minute online renewals, DC DMV provides a temporary vehicle registration certificate that you can print and use for up to 45 days, until your registration sticker is received in the mail.

NOTE: You may change your address online during the vehicle registration renewal process if you have a REAL ID or a Limited Purpose driver license or non-driver identification card. If your driver license or identification card was issued prior to May 1, 2014, you must update your address in-person at a DC DMV Service Center. Also, if you have received a temporary registration, then renew it online for it to become your valid permanent registration. Renew your vehicle registration | Alberta.ca

COVID-19 response

To help support Albertans in isolation and practicing physical distancing, we are extending expiry dates for Alberta driver’s licences, vehicle registrations and other permits and certificates until May 15, 2020.

Overview

Vehicle registrations expire on an assigned month based on your surname. You can look up your expiry date on the registration expiry date chart. Or, check your licence plate tags or registration certificate.

There are 3 options to renew your registration.

Renew online

The online site can only be used if you are renewing your registration without changes. If you require any changes to your registration, for example a name or address change, you must apply for the renewal in person at a registry agent office.

If you have any outstanding fines, you won’t be able to renew your registration online. If you choose to pay your fines online first, you must wait a couple days for the payment to process before you can renew online.

If you are less than 10 business days away from your expiry date on your registration, please renew your registration in person.

To renew online, you’ll need:

  • your vehicle registration certificate
  • the insurance details from your pink card
  • a credit card (VISA, MasterCard or American Express)
  • a current web browser (Internet Explorer 6 or higher, Firefox, Chrome or Safari)

Renew by mail

To renew your passenger vehicle and motorcycle registration by mail, please complete one of the mail-in renewal applications below. If you have any outstanding fines, changes to your registration (for example your name or address), you must apply for the renewal in person at a registry agent office.

You should only use the mail-in renewal option if your registration expires in 30 days or more to allow time for mailing. If your registration will expire in less than 30 days from the expiry on your registration, please renew your registration in person or online.

To renew by mail, you’ll need to:

  • Complete one of the mail-in renewal forms below, including the insurance declaration and signatures from all registrants, provide payment (cheque or money order)

To renew in person, you’ll need:

  • your driver’s licence

Buying an ACT registered motor vehicle

All vehicles up to 4.5 tonnes and more than six years old, and all imported vehicles currently registered in the ACT with green or yellow compliance plates need to be inspected to ensure they are roadworthy before the registration transfer can be completed. This can be done at the Access Canberra Motor Vehicle Inspection Station at Hume or by an authorised examiner in the ACT.

All imported vehicles with a magenta (purple) compliance plate whether from the ACT or another jurisdiction must be inspected at the Access Canberra Motor Vehicle Inspection Station at Hume.

All imported vehicles from another jurisdiction to be established in the ACT with green or yellow compliance plates must be inspected at the Access Canberra Motor Vehicle Inspection Station at Hume.

All imported and currently un-registered ACT vehicles with green or yellow compliance plates must be inspected at the Access Canberra Motor Vehicle Inspection Station at Hume.

If the vehicle purchased has had a concession applied to the current registration period by the previous operator, you may be required to pay pro-rata registration fees. Payment of the pro-rata registration fees will be required for this period beginning on the date you acquired the vehicle
