In addition to a motor vehicle’s initial registration renewal fee, California residents may also be required to pay other fees before they can renew their registration. These fees can include:

Emission and Smog Testing
In the state of California, motor vehicles owners will be required to have their vehicle undergo an emission and smog test every other year. The registration renewal notice that you’ll receive in the mail will state whether or not your motor vehicle requires it on that renewal year. There are some vehicles that do not require smog testing or qualify for a smog exemption. They include:
Any vehicle made before 1975
Diesel vehicles made before 1997
Vehicles less than 6 years old and have paid a $20.00 abatement fee
Vehicles powered by natural gas that weigh more than 14,000 pounds

ALBANY – New York has again extended the expiration date of annual vehicle inspections, registrations and driver’s licenses that otherwise would have lapsed during the coronavirus pandemic, validating them for at least another month.
Gov. Andrew Cuomo signed an executive order early Monday making the change, allowing the documents to remain valid until Nov. 3. The order, which had been set to expire Monday, applies only to those that lapsed since March.
But the order made clear expired registrations and non-driver identification cards — which can be renewed entirely online — will not be extended again beyond Nov. 3.
It made no such declaration about vehicle inspections and driver’s licenses, allowing the possibility that portion of the order could be extended again.
Cuomo first paused the expiration dates in March at a time when the state was hit harder by COVID-19 than any other state in the nation. He has extended his order several times since.

Inspection stations have been asking the state for clarity regarding the inspection order, noting they will need advance notice when it expires to ensure a flood of drivers needing their cars inspected don’t overwhelm the shops.
The DMV, meanwhile, has been urging drivers to get their vehicles inspected even while Cuomo’s order remains in place.
In recent weeks, the DMV’s expiration notices have stopped notifying drivers of Cuomo’s extension, instead simply notifying drivers of their pending expiration date.
“The required annual New York State inspection is due by 10/31/2020 for the registration listed below,” a recent notice reads.
The state allows drivers to renew their license online without having to visit a DMV office, though a driver has to go to a certified eye doctor to receive an eye exam.
Vehicle registrations can be renewed entirely online. Inspections must happen at a certified inspection shop.

In response to the COVID-19 pandemic, state DMVs nationwide have closed office locations, extended license and registration expiration dates, and/or limited the transactions they are processing. Residents are urged to use the state’s online services. Follow the MVD’s recent updates for the latest information.
Arizona requires all residents to register their vehicles with Arizona’s Motor Vehicle Division (MVD). Residents are also required to maintain a valid registration on vehicles by renewing before the end of their registration cycles.

Arizona Registration Renewal Cycles
Vehicles registered in AZ fall under one of three possible renewal cycles:
1 year renewal
2 years renewal
5 years renewal
NOTE: Vehicles that only receive a “basic” emissions test, along with out-of-state exemptions, are NOT eligible for either renewal of 2 years or 5 years.
The following types of vehicles are eligible for a renewal of 5 years:
New vehicles that have not been registered in AZ or any other state before.
Vehicles registered outside of the Tucson and Phoenix metro areas.
Vehicles manufactured in 1966 or earlier.
Hydrogen, solar, and electric-powered vehicles.
AZ Registration Renewal Notice
The MVD will send you a renewal notice several weeks before your registration’s expiration date.
Your notice will include:
Your renewal fee.
“Renew by” date (either the 15th of the month or last day of the month during the year in which you must renew).
Emissions testing requirement.
Outstanding issues (unpaid tickets or fines) that may prevent you from renewing.
Didn’t Receive a Renewal Notice?
You do not need an MVD renewal notice to renew your AZ registration. You are, however, responsible for renewing your registration on time even if you do not receive a renewal reminder.

SUMMARY: How to Register Your Vehicle in Louisiana
To legally operate your vehicle in Louisiana, you must register it with the Office of Motor Vehicles (OMV) either in person or by mail. New to Louisiana?
When you move to Louisiana, you must register your out-of-state motor vehicle with the Louisiana Office of Motor Vehicles (OMV) within 30 days.
NOTE: Use tax is required for all registered vehicles, but you may be able to receive a credit if you already paid sales tax in your previous state. Contact your nearest LA OMV office for more information.
Your vehicle will also need to pass an inspection. Safety inspections are required in all of Louisiana. Some parishes also require emissions inspections.

When you buy a vehicle, you must register it with the Louisiana OMV within 40 days of the purchase date.

Proof of car insurance UNLESS you bought your vehicle at a dealership.

One of the most important documents that you need in order to transfer a title of a property from the seller to the buyer is the Certificate Authorizing Registration (CAR) and Tax Clearance (TCL) from the Bureau of Internal Revenue (BIR). In this post, I’ll share a step-by-step on how to secure them.
The CAR and TCL is your proof that the proper taxes on the transaction have been paid. The Register of Deeds requires the presentation of these documents as a pre-requisite for title transfer. See sample CAR below, which is from one of my husband’s transactions (with details blurred out).
What is the process?
The first step is to have a notarized document evidencing the sale of the real property classified as a capital asset, usually a Deed of Absolute Sale. You may find samples of this document through google, including here and here.
Next, the taxes need to be paid. You may refer to previous posts on Capital Gains Tax (CGT) and Documentary Stamps Tax (DST).
After you have paid the taxes, you need to request for the issuance of a CAR and TCL from the Revenue District Office where the real property is located. You need to submit the documents supporting the transaction, as well as proof that the correct taxes (both the type of tax and amount of tax), have been paid. The Checklist of Documentary Requirements is in the annexes of Revenue Memorandum Order (RMO) No. 15-03, in particular, Annex “A”. For additional documents, refer to Revenue Memorandum Circular (RMC) No. 76-07 dated October 25, 2007.

Please take note that the CAR for the transfer of real property shall be released by the Revenue District Office (RDO) where the real property is located. Thus, it is important for you to determine the correct RDO since you will be paying the taxes in the Authorized Agent banks (AAB’s) of such RDO.
It is possible that you may think a property falls under the jurisdiction of one RDO when in fact it is under another RDO. If you have already paid the taxes in an AAB of another RDO, you may have to undergo certain processes to transfer your payments to the correct RDO. So, my advice is to look at the map of the coverage of each RDO (there should be a big map at the RDO) to check if indeed the property falls within the jurisdiction of the said RDO.
For a sale of real property considered as a capital asset subject to capital gains tax (CGT), the mandatory requirements are as follows:
Tax Identification Number (TIN) of buyer and seller [If one of them does not have a TIN, get a TIN by filling out and submitting BIR Form No. 1904]
Notarized Deed of Absolute Sale/Document of Transfer. Bring the original and at least two photocopies. The photocopies will be compared against the original and the BIR will

Some Publix stores in the Tampa Bay area have rolled out kiosks where customers can pay for their vehicle registration renewal. The Florida MV Express kiosks are currently located at tax offices and three Publix locations, according to the Orlando Sentinel.
Unfortunately, customers in Orlando will have to renew their registrations the old fashioned way, since there are reportedly no agreements in place for the Central Florida area. The closest location to Orlando is at the Polk Tax Collector office in Davenport.

“We are actively talking to and pursuing every county that we would deem viable for this program,” Andrew Ginter, spokesman for Intellectual Technology Inc. told the Orlando Sentinel.
The kiosks in Publix stores are reportedly part of a pilot program which Ginter would like to expand.

In an email to the Orlando Sentinel, Publix spokesman Dwaine Stevens said there are no plans to expand the pilot at this time.
