Oregon Transportation Commission, wary of I-5 Rose Quarter project’s growing price tag, grants conditional approval

The Oregon Transportation Commission granted conditional approval on Thursday for a path forward to renovate and widen Interstate 5 through the Rose Quarter corridor, as well as cap the freeway and allow for redevelopment of the former Albina district.

The commission’s unanimous decision follows the recommendation of Gov. Kate Brown last month that the Oregon Department of Transportation pursues “hybrid option 3.” That plan would essentially tunnel the freeway and provide economic opportunity for the region’s Black community in an effort to reclaim the Albina district.

Members of ODOT committees such as the Historic Albina Advisory Board and other stakeholder groups have consistently voiced their opinion favoring a project that focuses on restorative justice. Supporters say the idea behind this project model is to remediate historic harm caused by the freeway’s original construction and displacement of community members.

Approval of the hybrid 3 model is contingent upon ODOT providing a thorough analysis of the project’s cost structure and funding sources by December. It would also require ODOT and its contractors to update its diversity and subcontracting plans, as well as to reevaluate the project’s initial environmental impact study.

The commission’s decision followed a brief update on the project’s progress and regional planning work by ODOT’s staff including Rose Quarter Improvement Project Manager Megan Channell.

Channell delved into the specific details of how hybrid 3 varies from the original concepts of the I-5 Rose Quarter expansion.

The largest difference is that the new model would produce a singular cap over the freeway instead of two separate caps proposed in the initial concept. Construction would be pushed back to begin in late 2023 with minor preparation work beginning earlier.

The cap would create a freeway tunnel through the Rose Quarter, relocate ramps to accommodate the cap and restore the street grid above. It would also remove some current pedestrian and bike links across the freeway and shift them to other streets.

The proposed cap would allow for light development on top of the freeway capable of holding buildings of up to three stories. It could be strengthened to accommodate up to six-story buildings.

“We heard that a successful highway cover design really is defined as one that brings investment into and provides long-term benefits to the Historic Albina community,” Channell said. “Also that access and safety would be provided for people walking, biking, driving and using transit for within and through the project area.”

The project’s cost has risen significantly from its initial price tag of between $715-795 million to upwards of $1.18 billion.

Juiced Bikes launches new electric bicycle with deeply-discounted price

San Diego-based Juiced Bikes is announcing today the launch of a new electric bicycle version, the Cross Current X Step-Through.

The original Cross Current X with a step-over frame has been Juiced’s premier electric commuter and urban riding e-bike for years.

Now the company is releasing a new step-through version of the bike and significantly lowering the price. While the original Cross Current X is priced at $2,499, the Cross Current X Step-Through is now being launched with an introductory price of just $1,999.

Much like the original Cross Current X, the new step-through version will feature a powerful 750W Bafang hub motor with 80 Nm of torque. That motor offers a top speed of 28 mph (45 km/h), pushing the CrossCurrent X Step-Through firmly into Class 3 e-bike territory in the US. Technically speaking, the bike arrives as a Class 2 e-bike that is limited to 20 mph (32 km/h). But users can edit the bike’s settings via the display to unlock Class 3 riding, should they desire. The bike even includes Race mode for non-public roads, where the speed is listed as “unlimited.” Gulp.

The bike will also come with a slew of high-end components, including both torque and cadence-based sensors for smoother pedal assist response, hydraulic disc brakes for stronger stopping power that requires less maintenance, a 9-speed Shimano cassette for more gear options, included front and rear LED lights as well as included rack/fender package.

Schwalbe Marathon Plus tires are also included to offer higher efficiency and smoother riding. I’m a big fan of that model of tire, having personally outfitted my e-bike with that rubber on a long distance 500 mile (800 km) e-bike ride a few years ago.

Juiced Bikes is known for its higher-than-typical performance compared to its competitors, and the new bike is no exception. Despite rocking a 750W rear hub motor, Juiced outfitted the bike with a 25A controller that provides a peak-rated 1,300W of electric power.

That higher power level is most noticeable in two areas: acceleration and hill-climbing. The new model is likely to score high marks in both categories.

The two main differences between the new step-through model and the existing Cross Current X are the frame design and battery capacity. The new model’s step-through frame will be more accessible to a wider range of riders thanks to that lower frame. It makes getting on and off the bike easier – especially when that rear rack is loaded high – since you don’t have to swing a leg up to near shoulder height like an Olympic gymnast. Instead you can simply step through the frame and hop right on the bike.

The second major difference is the battery, which is rated for 52 V and 15 Ah, marking a total capacity of 780 Wh. That’s a bit smaller than the massive 1,000 Wh battery found on the CrossCurrent X, but is still rated for over 60 miles (100 km) of range when you use pedal

The old rules for new car prices have apparently been left in the dust, as a shortage of cars combined with record demand has customers feeling boxed in. In many cases, new cars are selling for well over the sticker price.With his lease ending this fall, Anthony DeMarco has been car shopping at North Shore car dealerships to explore his options, and he was floored with what the salesperson told him: the vehicle would cost well more than the sticker price on the window. DeMarco said the salesperson added $5,000 to the manufacturer’s suggested retail price, also known as the sticker price. Like so many car shoppers, DeMarco is not used to paying the full sticker price. “I think what consumers are discovering right now, is the ‘S’ in MSRP stands for suggested,” Kevin Roberts with CarGurus.com says. Shopping for a Car Online? Beware of This Potential Price Scam

I just bought a used car, which required a lot of research on car-shopping sites like AutoTrader, Cars.com, CarGurus, Edmunds, and TrueCar. Before I settled on a vehicle and a dealer, though, I got excited about several promising listings. Until I read the fine print.

I discovered a deceptive advertising practice you should be aware of before you go to a dealer: the promotional “Internet Price” (after down payment), which can inflate the asking price of the car by up to $2,000.


The Price After Down Payment

Here’s how it works. A car is listed on the dealer’s site or a car shopping site with a promotional “Internet price.” Buried in the listing, or perhaps on the dealer’s website, is a caveat: “Internet Price is reflective after 1995 down payment.” In other words, the actual asking price at the dealer is whatever it was listed for online, plus another $2,000. Unless you look carefully for it, you won’t even know until you sit down to discuss pricing.


Empire Honda listing

This isn’t a typical tactic, and most online dealer prices I saw matched their asking prices. In some cases, they were declared to be “Internet prices” and the dealer asked that you print out the listing to get the price, but that was it. However, I found two dealers that tack on the $2K: Empire Honda of Manhasset, NY and Motorhub, Inc. of Inwood, NY.

Empire Honda obfuscates the extra $1,995 by mentioning it in the fine print of the listing but not putting a dollar sign or comma, so it doesn’t stand out like its declaration of a $695 dealer and documentation fee. To its dubious credit, Empire Honda at least puts this warning in its listings on sites like AutoTrader. That credit is lost when all of the listings on its own site simply say “Finance for,” with no sticker price outside of MSRP at the time of the vehicle’s production (for used vehicles; the dealer’s new vehicle listings don’t do this).

On Motorhub, Inc., I found no notification of the price being reflective after a down payment anywhere on its shopping site listings, which use the posted, post-deposit price for any on-site financing calculator estimates (which factor in down payments as part of the price). The warning isn’t even in the text of the car listings on its own site. Instead, it’s hidden near the bottom of the page as part of the site disclaimer.


Advertised Price vs. Actual Price

I contacted these dealers as a prospective shopper and confirmed that the asking prices of the vehicles I was considering were actually $1,995 more than the posted price. During these exchanges, I prodded the sales representatives I was talking to about whether the price could be talked down, and mentioned that they could be considered deceptive business practices. No go; the price was the price.

Just 10 S&P 500 stocks were trading higher on Monday, as benchmark indexes sold off in response to an oil price war between Russia and Saudi Arabia. The biggest gainer was Cabot Oil & Gas Corp. after Cowen analysts said the ” best-in-class gassy name” should be favored in the current selloff. The stock was up 11.4% in morning trade. Three car parts makers were higher, after Credit Suisse said that sector had the least exposure to supply chain disruption in China, given “slow turns, and adequate inventory position currently. Biggest risk seems to be late Spring shipments, and some seasonal categories within that,” analysts wrote in a Monday note. “Bigger concerns would be demand recently, but stocks seem to be reflecting concerns, having lagged in recent months.’ AutoZone Inc. stock was up 3%, O’Reilly Automotive Inc. was up 2.6% and Advance Auto Parts Inc. was up 1.2%. The other gainers were Walmart Inc. , up 2%, Dollar Tree Inc. , up 1.4%, Twitter Inc. , up 1%, H&R Block Inc. , up 1%, Clorox Co. , up 0.9% and Dollar General Corp. , up 0.7%.
