Susan Collins Pushes Electric-Vehicle Fees for Bipartisan Infrastructure Deal

Republican Senator Susan Collins of Maine spoke about funding for a bipartisan infrastructure deal, including proposed fees for electric vehicle owners for acting as “free riders” by not paying a gas tax.

“There would be a provision for electric vehicles to pay their fair share of using our roads and bridges. Right now, they are literally free riders because they’re not paying any gas tax,” Collins said during an appearance on CBS News’ Face the Nation Sunday.

Newsweek reached out to Collins for clarification on the proposed fees, whether intending additional fees or using the ones already in existence for funding.

Collins’ comments have received criticism on Twitter, with some users accusing Collins of not representing citizens’ best interests, and some electric vehicle owners complaining about fees already in place.

Vox journalist Aaron Rupar called the proposal “completely absurd” in a tweet.

Another user wrote: “@SenatorCollins Why would you have fees on electric vehicles? Why are Republicans always trying to drag us backwards? Fix the tax system. Tax the multi-billionaires. Jesus Christ, we’re sick of this s**t. And yes, people, I’m embarrassed to say it’s true, Collins is my senator.”

The National Conference of State Legislatures (NCSL) website details fees already imposed by 28 states for electric vehicle users to make up for a lack of revenue in gas tax. The special registration fees are typically in addition to traditional registration fees, and 14 states have imposed a fee for plug-in hybrid vehicles that operate on both gas and electricity.

The annual fees for an electric vehicle range from $50 in Hawaii and Colorado to $225 in Washington. In 2019, Alabama, Arkansas, Ohio and Wyoming enacted bills that set or increased fees for electric vehicles to $200 a year, the NCSL reported.

Fees for hybrid vehicles that use both electricity and gas were increased from $32 to $48.75 in Iowa this year. While South Carolina does not have an annual fee, electric vehicles require a $120 fee and hybrid vehicles a $60 fee every two years.

Illinois proposed increasing the electric vehicle fee to $1,000 in 2019, when the fee had previously been an additional $17.50 on top of regular registration fees, the Chicago Tribune reported. It was ultimately settled at $258 a year, which was a $100 fee on top of the $158 regular registration fee.

The registration fees were created to make up for a lack of revenue from gas taxation, which helps pay for highway repairs and improvements. In 2019 and 2020, at least 19 states considered legislation that would add road user charges as an additional means of collecting infrastructure funding from electric vehicle owners, the NCSL reported.

Disney to only require masks on transportation starting Tuesday

Disney announced Friday that vaccinated guests will no longer be required to wear masks at Walt Disney World unless on park transportation. Face coverings will still be required for all Guests on Disney transportation, including Disney buses, monorails, and the Disney Skyliner. “While we will not require proof of vaccination, we expect guests who are not fully vaccinated to continue wearing face coverings in all indoor locations, and upon entering and throughout all attractions and transportation. Guests must observe current policies on face coverings until June 15,” a statement from Disney said. Disney also said it will be adjusting physical distancing guidelines. Disney said the distancing changes will be visible in places like queues, shops, restaurants, attraction boarding, transportation and theaters. A statement from the company also said some experiences and entertainment may still be operating with limited capacity or may remain temporarily unavailable.

Luminar is using lidar to help build the ‘uncrashable car’

Austin Russell, the 26-year-old CEO of lidar maker Luminar, folds his lanky six-foot, four-inch frame into the back of a Toyota RAV4 and declares with giddy enthusiasm: “This is our first live demo!”

It may seem late in the game for a public demo, especially for a company that was founded in 2012 and recently went public via a $3.4 billion SPAC deal. There will be an even longer wait for those who want to see Luminar’s Iris lidar sensors in action: series production of Volvo vehicles with the company’s laser sensors embedded in the roof is not scheduled to begin until late 2022.

But on a rainy day in Manhattan, Russell is clearly excited to show off what Iris can do. He is in New York City for an event they’re calling “Studio Day” — a chance to show off not only the test vehicle we’re currently riding in, but also a few concepts of other lidar-powered vehicles, including a robotaxi and semi-trailer truck.

Lidar, a key ingredient in autonomous driving, is a laser sensor that uses near-infrared light to detect the shapes of objects. This helps autonomous vehicles “see” other road users like cars, pedestrians, and cyclists, all without the help of GPS or a network connection.

As the RAV4 bumps along through midtown Manhattan, those shapes can be viewed on two flat-screen monitors attached to the back of the front seat headrests, amorphous blobs rendered in colorful hues of orange, yellow, blue, green, and purple. We see the outline of a man walking along the sidewalk, cars passing on the road, and approaching traffic lights. A few clicks on a mobile keyboard enhances the resolution and we can even see the door handles on the rows of parked cars.

Existing active safety systems in cars, like pedestrian avoidance and blindspot detection, “are actually surprisingly bad,” Russell says. He believes that’s because automakers tend to favor testing their systems under unrealistically perfect conditions, like on sunny days with completely static objects. Cars that come equipped with Luminar’s lidar will be able to more reliably spot vulnerable road users and prevent crashes from ever occurring, he says.

“We’re actually moving towards the vision of zero collisions,” Russell adds, “building the uncrashable car.”

Luminar’s lidar uses unusually long waves of laser light, 1,550 nanometers versus the typical 905nm, which helps spot even small and low-reflective objects — dark-colored cars, animals, a child darting into the street — at a range beyond 250 meters, and up to 500 meters for larger, brighter objects. Russell said the lidar’s resolution amounts to “300 points per square degree,” but acknowledges that “there’s no good standard of measuring lidar resolutions.”

Investigators identify suspect in hit-and-run crash that killed Greenville County teacher on bicycle

The South Carolina Highway Patrol has identified a man they are looking for in a hit-and-run crash that killed a Greenville County teacher as she rode her bicycle on the Swamp Rabbit Trail.Corp. Joe Hovis said Thursday night that a warrant was filed for Mantavious McMorris for hit-and-run with death.No other information on McMorris was immediately released.Earlier Thursday, troopers said the truck involved in a hit-and-run death of a Greenville County teacher was stolen.The crash happened at about 1:30 p.m. Sunday on Sulphur Springs Road.The video above was published on Monday.Carli Brewer Soukup, 33, of Taylors, was stopped westbound at a crosswalk, and a 2009 Chevrolet Silverado with South Carolina license plate SXQ-398 was traveling north on Sulphur Spring Road, according to South Carolina Highway Patrol.Soukup entered the crosswalk on her bike and was hit by the truck, troopers said.Troopers said the traffic light was red.Troopers released a picture of the truck Monday and said it may have damage to the front end and hood area.Anyone with information on McMorris is asked to call the South Carolina Highway Patrol at 864-241-1000.

Automotive Designs that have emerged as the popular + growing trends of May 2021!

May saw a downpour of some cutthroat and drool-worthy automotive designs at Yanko Design. Each automotive was innovative, bringing to us something we had never seen nor experienced before. From killer speed to dashing good looks, to impenetrable safety standards, every automotive we featured at YD broke some design barrier for us, and hopefully, they did the same for you as well. And we’ve curated some of our absolute favorite automotive trends from the month of May for you – from a Cybertruck-inspired rover concept to a Honda electric pick-up truck concept, we’ve got some mean machines for you!

The Honda Ridgeline EV concept comes from the mind of California-based Rene Garcia, a concept designer at ILM who’s previously worked on The Mandalorian, Thor: Ragnarok, The Avengers, and the Transformers anthology. Garcia began designing the vehicle as a Dakar rally truck, but gradual iterations slowly turned it into a conceptual pickup truck for Honda. Designed to handle pretty much anything you can throw at it, the EV comes with its own winch-hook on the front, a frunk behind it, suicide-style rear doors that give you access to the car’s spacious interiors, and an expandable truck-bed on the back that even comes equipped with tools and emergency medical kits.

The Pandemax Concept by Radek Štěpán is unconventional, to say the least. It has a distinct Star Wars-inspired aesthetic and those all-terrain tires and that high ground clearance really implies the car could easily work on the roughest of alien terrain. Designed to be a sort of explorer vehicle or manned rover, the Pandemax comes with two seats that are at the absolute front of the vehicle, with a panoramic windshield that lets the explorers get a full view of the terrain and landscape ahead of them. Sure, there are a few questions that come to mind too, especially regarding driver safety and also the center-of-gravity, given that the drivers are sitting outside the car’s wheelbase. However, it’s a neat aesthetic exploration of an interplanetary vehicle if you ask us. I’m especially loving the Cybertruck vibe, and I’m sure the driver gets a hell of a view!

Three coupés inspired by nautical shipbuilding design have been built under the modern coachbuilding department at Rolls-Royce.
